Work Option: Hybrid or Remote
Flexible work options are available, subject to an approved telework agreement; Hybrid work is available for employees residing within the Vancouver, Coast and Mountains (VCM) region and enables employees to telework from their home up to 3 days a week with in office days on Wednesdays and Thursdays. Remote work is available for employees residing outside of the VCM region in one of the approved remote locations in BC listed above. Employees working remotely will have the opportunity to visit the Destination BC office once a quarter.

PURPOSE OF POSITION
Reporting to the Manager of Digital Analytics, the Data Scientist plays a critical role in driving the organization’s data strategy and ensuring the integrity of sector data resources. The primary purpose of this position is to provide expert data analysis, data design, data modeling, and data quality services. The Data Scientist will develop data architecture, standards, and policies, ensuring data integrity and promoting the management of information as a valuable, sustainable sector asset.
In this role, the Data Scientist will lead medium to large-scale projects, creating end to end support from data ingestion to professional analyses on tourism economic indicators and marketing web analytics. By implementing components of Destination BC’s Data & Analytics Strategy, the Data Scientist will leverage a strong and strategic understanding of technology and performance data. Through these efforts, the Data Scientist supports cross-functional teams in making data-driven decisions, ultimately contributing to the organization’s growth and competitive advantage.
Responsibilities & Qualifications
SPECIFIC ACCOUNTABILITIES
• Plans, designs, the development and implementation of data, software, concepts, specifications, and business requirements impacting multiple databases.
• Researches, develops, and maintains Destination BC’s data model and data architectures with third party vendors.
• Leads and delivers logical data modelling and business modelling strategies, standards, policies, tools, and procedures.
• Provides expert conceptual, logical and warehouse data model validation and consulting services to the Destination BC for all systems development projects.
• Provides consulting expertise to Destination BC’s management and staff on Destination BC’s and government use of data structures and data management principles to improve the use of information as a vital business resource, including data governance and data management best practices.
• Engineers the Data Architecture function to meet evolving business needs and technology changes; plans, develops, implements, and enhances Destination BC’s data administration, data modelling, spatial data, and data warehouse standards, and metadata repository. This includes the acquisition of Raw Data, transfer from and to different storages, and data cleansing.
• Provides leadership on major cross organization and broader tourism industry data administration projects.
• Evaluates business processes using data modelling and makes recommendations for change.
• Promotes management of shared data resources by internal and external application users.
• Collaborates in the evaluation, selection, development, modification, implementation, documentation and maintenance of data administration tools and applications.
• Prepares and/or negotiates contracts, monitors performance, and authorizes payment.
• Oversees Destination BC’s approach to modelling complex business problems, conducting large scale experimentation, discovering business insights, and identifying opportunities through the use of statistical, algorithmic, mining and visualization techniques, including automated, reproducible and scalable data workflows. Example projects include Market Mix Modelling and SearchLift Analysis.
• Leads in business partner consultations for defining program policies or priorities, identifying business partner preferences and reconciling conflicts.
• Manages data science projects, including defining scope, objectives, data requirements and methodologies and works with business partners to achieve project objectives, including influencing strategic and operational decisions.
• Leads the development and promotion working relationships with internal and external partners, and government agencies to achieve program or project objectives.
• Oversees data science ethics frameworks and best practices based on standards from across government, industry, and academia.
• Provides technical supervision to the Marketing Data Analyst and/or Research Analyst, pertaining to scientific approach, evaluation, and assessment processes.
• Other duties as required.
JOB REQUIREMENTS
• Degree in data analytics, computer science and/or related field and 3 years of related experience or an equivalent combination of education and experience.
• Demonstrated ability to understand and convey complex results to technical and non-technical audiences.
• Experience in information resource management, corporate data design, relational and/or object data modelling, process modelling, data analysis, data warehousing and/or business area analysis techniques, data management principles, structured analysis and design, and documentation of business requirements.
• Minimum 3 years’ experience with at least one of these tools: Alteryx, Snowflake, Databricks, SAS-EG, Knime, AWS, and / or AZURE.
• Experience with Agile development methodologies, including delivering incremental logical and/or physical data model releases.
• Experience with Report design and development using BI tools, including query optimization and database view development; developing reports and data visualizations via such tools as Microsoft Power BI, Tableau, or DOMO.
• Experience at leveraging structured and unstructured data sources to conduct quantitative analysis.
• Experience determining appropriate use of various problem structuring methods and statistical methods for sampling, distribution assessment, bias, and error.
• Experience working with third party vendors and ensuring technical objectives are met.
• Knowledge of relational database systems, Structured Query Language, relational data modelling and data management principles, ETL Processes, structured analysis and design, and documentation of business requirements.
• Knowledge of computer hardware and software, including applications and programming. 3 years or more Industry level experience required for all of the following programming languages: Python, SQL, R, JS
• Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services.
• Ability to interpret and implement advanced mathematics, scientific rules, and methods to solve complex problems.
• Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
• Ability to identify measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
• Ability to travel within British Columbia, as required
• Preference may be given to those with experience deploying physical data models to a cloud hosted solution.
• Preference may be given to candidates with hands-on experience in developing python scripts for REST API connections with understanding of Back-end technologies (MySQL) and Front-end skills (AJAX, React).
